Animals and Pets: Animal Rights Examined
In 2006 an Animal Welfare Act
was created in the UK
which up to date has been the most significant animal welfare legislation
brought into force this century. The act was brought in to protect animals and
make sure that their owners are responsible for their most fundamental needs.
The aims were to ensure that they have a safe and suitable home, that they are
fed correctly and healthily, they are protected from suffering and illness,
their behavior monitored for the best of the pet and that they are safely
housed with other animals that get along with each other or separated
accordingly if needed.
The Act also increased the age
at which a person may own a pet to sixteen. It also banned fair grounds from
giving pets away as prizes to children who were not with a responsible adult. Anyone
who breaks the law and this act can expect to pay a fine of up to £20,000 and
possibly sent to jail.
This Act had a secondary
legislation attached to in succession of its passing. Within this part of the
legislation all docking and mutilations of cats and dogs were prohibited as
well as; Guidelines on the ownership and treatment of Grey Hounds, Primates,
Game Birds, Wild Circus animals and Pigeon tagging. Pet fairs and Pet sales
were also targeted.
Pet shops and fairs were
enforced by license that has to be renewed every three years after being
inspected. The licenses are issued by the Local Authority who now holds the
power due to this legislation, to spot check all licensees shops and revoke the license if standards were not up to code. This legislation also covers sellers
on the internet requiring them to hold a license in the same was as a
traditional pet shop. All licensees must hold a recognized animal welfare
qualification.The fairs are being
further looked into as the current legislation is full of loop holes that the
breeders often exploit. Parliament and the Government are hoping to pass
further legislation to prohibit the sale of pets at these fairs. They are also
looking to intervene on the sale of koi carp, pigeon and poultry sales. A license will be introduced similar to that of the pet shops to ensure the safe
treatment of animals at these shows.
When we look at what then
legislation has done for the animals within the circus industry we can see that
the government have made sure that the welfare of the animals during
transportation and the standards of their accommodation, has been raised above
the current set standard. The amount of time that the animals are on tour is
also a concern as their behavioral needs may not be able to be met adequately.
Also what happens to the animals after they are no longer any use to the circus
due to old age or illness has been investigated with surprising results.
All in all this legislation has
risen the bar and given much needed protection to the animals within the UK.
